MEMORANDUM

TO : 23rd District Precinct Delegations

FROM: 23rd Senate District Democratic Leadership

Please read this two-section form carefully, and read it to your delegation. There will be two important caucuses on the floor today, March 29. (A) The first is the presidential preference sign-in. This is done by each precinct individually, and pairing has nothing to do with the first caucus. (B) The second caucus will be held to elect delegates and alternates to the state convention. It is the second caucus where pairing comes into play.

A. PRESIDENTIAL PREFERENCE SIGN-IN (First Caucus)

Shortly after the election of permanent officers, the permanent chair will call for precinct caucuses to determine presidential preferences or uncommitted status. Forms for recording those preferences have been or will be distributed to precinct delegations. The forms must be signed by each delegate, as indicated. Once the form is completed, the delegation chair shall immediately take the form directly to the podium or as otherwise directed.

B. STATE DELEGATE/ALTERNATE SELECTION (Second Caucus)

At some later point in the convention the chair will call for the precincts to caucus to select delegates and alternates to the State Convention in Austin on June 6-7, 2008. Forms for recording the election results by precinct are being distributed to the delegation chairpersons in their precinct packets or by some other method.

- Precincts that produced a full 180 votes for Chris Bell in the 2006 general election will elect one delegate and one alternate to state. Precincts that produced a full 360 votes for Chris Bell will elect two delegates and two alternates, and so on, in increments of one delegate/alternate for each full 180 votes cast for Chris Bell.
- Precincts that had less than 180 votes for Chris Bell are paired with another precinct that also had less than 180 votes for Chris Bell. These paired precincts will together elect one delegate and one alternate to state.

The order of business for your delegate-selection caucus is as follows:

- Unpaired precincts and paired precincts will elect a chair to conduct the caucus.
- Nominations will be made for the delegate(s) to the State Convention.
- There will be one vote and each delegate has one vote - vote for your choice for state delegate. The caucuses are operated on the principle of one-person, one-vote. (The use of full delegation voting strength is impermissible unless your full delegation is present.)
- The person(s) receiving the greater amount of votes will be the delegate(s). The person(s) receiving the next highest number of votes will be the alternate(s).
- In the event of a tie for either position (delegate or alternate), the winner may be determined by lot, drawing or chance, such as a coin flip.
- The delegation chair shall immediately complete the form recording the results of the caucus. All information must be completed.
- The delegation chair shall immediately take the form directly to the podium. Those elected state delegates and alternates must caucus upon adjournment.
